CAC Planview Implementation Project

The Treasury Board Secretariat (TBS) supports the implementation of the government’s fiscal plan, ensures sound stewardship and investment of public funds, and leads the government’s efforts on accountability, openness, and modernization.  The Central Agencies I&IT Cluster (CAC) is one of eight information technology (IT) organizations that works with the enterprise Information and Information Technology (I&IT) program to enable the underlying IT solutions necessary for modernizing government operations and providing cost-effective services to internal clients across the Ontario Public Service (OPS).

Within CAC, under the Architecture, Information Management and Project Management Office Branch (AIP), the Project Management Office (PMO) leads the delivery and management of I&IT Projects, Project and Portfolio Management, and the delivery and operations of the Enterprise Project and Portfolio Management (EPPM) Tool (Planview) for CAC and CAC’s clients. 

In July 2013, the AIP Branch launched a project to be the first I&IT Cluster to use the Planview EPPM tool in the OPS.  At the start of Fiscal 2014-15, the CAC PMO initiated a transformation plan to mature and enhance its practices in the delivery of PPM within the OPS.  CAC PMO needed the new Enterprise PPM functionalities and capabilities as a requirement to deliver its new vision, purpose and transformation plan.
Through the application of project management best practices, effective team work, collaboration, leveraging the project team’s skills and expertise, the project team is able to successfully implement the EPPM tool in CAC that met both original budget and timeline. 

The implementation of Planview EPPM provided CAC with a significant improvement in project and portfolio management maturity; Demonstrated allocation efficiencies through accurate forecasting and planning; Elevated overall productivity, reinforced service delivery and strengthened partnerships across CAC; Adopted common project management practice and process across the organization and augmenting communication, collaboration and integration among all levels through the use of consistent processes and tools; and Established a successful implementation of the OPS EPPM Solution as a foundation for the service to other OPS clients
Following the successful delivery of the project, its impact to the entire I&IT organization includes sharing lesson learned that will help the Enterprise Service provider to help shape the onboarding for other I&IT Cluster; Pioneering most of the Planview capabilities to help the Enterprise Planview the rest of the I&IT organization to identify areas for functional and service improvements; and CAC is now position to leverage additional capabilities such as Project Ranking / prioritization, investment planning & strategy.

Throughout our project lifecycle, there was ongoing involvement and support from senior management as well as active participation from all project teams and stakeholders in all facets of the project delivery.   The project team has to be innovative in order to meet the ever-increasing demands and resource constraints for other projects and operational requirements, and at the same time to uphold our high quality standards.  As a result, the project team focuses effectively managing the project.

The project team has demonstrated its strength and ability to sustain high performance especially during times of tight deadlines and budget with new technology and new approach.  The project team has been resilient and steadfast in meeting challenges and has also been able to show leadership in the delivery of the project.
