Colin Williams

Colin is presently the Associate Dean of the School of Management at George Brown College.
With more than 18-years of experience in the public and not-for-profit sectors, Colin joined George Brown College in 2019 from the City of Toronto where he led and directed a myriad of strategic modernization and transformation initiatives. He has received international recognition for his visionary leadership and ability to develop high-performing, dynamic teams to exceed service levels. Further, Colin champions and cultivates the organizational values of diversity, inclusion, and trust within his leadership style.
Colin brings a diverse business background including management consulting, financial planning, audit and assurance, issues management, public procurement, supply chain management, and project, program and portfolio management. Within the City of Toronto, he had held senior management positions spanning the Information and Technology, Purchasing and Materials Management, and Financial Planning Divisions. As an avid volunteer, Colin has been an executive for Toastmasters International, where he led an international rebranding project that encompassed the integration of self-paced adaptive and accessible learning. He has also participated on several corporate boards.
Colin is currently completing his doctorate (Ph.D.) degree at Ryerson University in Environmental Applied Science and Management. He is becoming known internationally for his scholarship in data-driven decision-making, and value-focused thinking approaches in strategic management. His research has encompassed a range of topics, including big data, multiple participant-multiple criteria decision-making, value-focused thinking, and climate change. His current research focuses on developing a value-focused, multiple participant-multiple criteria approach to public policy formulation and evaluation.
Colin holds a Master of Public Administration (MPA) degree from the University of Western Ontario, a Bachelor of Arts (BA) in Public Administration and Governance from Ryerson University, and an Honours Bachelor of Science (H.BSc) degree in Human Biology and Philosophy from the University of Toronto. Colin also holds the Project, Program, and Portfolio Management Professional designations (PMP, PgMP, and PfMP) from the Project Management Institute. He is also a Certified Excellence Professional (CEP) through Excellence Canada and holds the highest-level Certified Municipal Manager (CMM III) designation from the Ontario Municipal Management Institute.
