Serge is originally from Timmins, ON. He enlisted in the Canadian Forces in 1989. After completing his Bachelor of Engineering (Civil) at the Royal Military College of Canada, and his Combat Engineer Officer training in Chilliwack, BC, Serge was posted to 2 Combat Engineer Regiment in Petawawa, ON. During his Regimental tour, he filled the standard array of junior officer positions.
In June 1996, Serge was promoted to the rank of Captain and was posted to Ottawa to take over the position of the Regular Force Cadre officer in 3 Field Engineer Squadron (3 FES), a Primary Reserve unit, where he stayed for four years. This tour was highlighted with the unit’s deployment to assist the City of Ottawa and surrounding communities in response to the 1998 Ice Storm.
In 2000, Serge was posted to the Land Staff as a construction Project Director – this marked the beginning of his career in infrastructure and Real Property. He returned to Kingston in 2002 as a student at Queen’s University, studying at the School of Urban and Regional Planning where he completed a Master’s degree in urban planning.
Serge returned to the Land Staff in 2004 as Business Planner and Financial Manager for the Army’s operational construction program. In 2007, Serge was promoted to the rank of major and was deployed to Afghanistan for seven months. During his deployment, Serge worked within ISAF’s Regional Command (South) Headquarters under Dutch and British command as the Operations Officer for the newly-created Counter Improvised Explosive Devices (C-IED) branch. For his efforts overseas, Serge was awarded the United States Army Commendation Medal. Serge continued in C-IED upon his return to Canada for the following year within the Canadian Expeditionary Force Command Headquarters in Ottawa.
In 2008, Serge was posted to the Assistant Deputy Minister (Infrastructure & Environment) (ADM(IE)) as a Strategic Realty Asset Project Manager. He released from Canadian Armed Forces on 12 July 2009, transitioning to his second career with the Federal Public Service as part of the Canadian Forces Housing Agency (CFHA).
Serge spent his first eighteen months at CFHA as the Housing Operations Realty Asset Program Manager, and was responsible for the technical elements of the Agency’s housing services delivery as well as the development of the annual operational asset investment plan. In December 2010, he took on his current responsibilities as CFHA’s General Manager for Infrastructure and Technical Services. There, Serge oversees the Agency’s long-term real property planning and investment programs, large capital project delivery, as well as the environmental, asset information, and technical services functions in support of the real property portfolio. During his time with CFHA, Serge has also briefly taken on the role of General Manager for Strategic Planning and Governance as well as that of General Manager of Housing Operations. He has been the Acting Chief Executive Officer (CEO) for CFHA since June 2021 after the departure of the incumbent. Serge has also acted as Director General Governance, Policy and Strategy within ADM(IE).
Serge lives in Orleans, Ontario with his partner Kathy and his stepchildren Lily (10) and Félix (8). He also has two daughters, Brianna (22) and Rebecca (19).
